certificate of indebtedness : (US) An obligation sometimes issued by corporations having practically the same force and effect as a bond, though not usually secured on any specific property. It may, however, create a lien on all the property of the corporation issuing it, superior to the rights of general creditors. In banking, same as a certificate of deposit; as a government security, same as a treasury certificate. HCB
